Develop
XHTML/HTML
- The W3C markup validation service checks
HTML and XHTML documents for conformance to W3C Recommendations and
other standards. The Extended Interface option can be used to check
compliance to a specific standard such as HTML 4.01.

source), simple to use web
authoring tool combining file management and WYSIWYG editing. Includes
a CSS editor, and can create pages that conform to HTML 4.01 and XHTML.

CSS validation
- The W3C CSS Validation Service
is a free service that checks CSS Style
Sheets. You can specify whether to check against Level 1 or Level 2 CSS
as well as other options.

Graphics and images
- GIMP (The GNU Image Manipulation Program)
is a powerful, free, open-source image editing suite. It is similar to Adobe Photoshop in functionality.

Accessibility tools
- accessED is a plugin tool for
the Firefox
web browser that allows you to test your web content for conformance to
W3C accessibility guidelines.

of testing the accessibility of a website.

- Lynx Viewer is a free online
service allows web authors to
see what their pages will look like when viewed with Lynx, a text-mode
web browser. This is also similar to the experience of blind or vision
impaired users, where the text is either read aloud or converted into
Braille.
